TOURNAMENT RULES - MOSQUITO AND PEEWEE DIVISIONS

The rules of Major League Baseball and Baseball Ontario (OBA) will apply with the following

notes:

1.          OBA line-up cards and score sheets will be used. The home team will be the official

scorekeeper and the visiting team will be the pitch count recorder. Lineups should be

exchanged at least 10 minutes before game time.

2.          All teams are required to provide their Team’s Roster Number & Call-up Team’s Roster

Number, as assigned by Baseball Ontario. Failure to do so will result in a fine by Baseball

Ontario. Have a copy of your roster on hand in case a player’s eligibility comes into

              question.

3.          Teams must also track their own pitch counts. Managers must sign the sheets, verifying

the number of pitches, at the end of the game. The sheets must be returned to the

convenor for verification. This is very important!!!!!

4.          In case of rain and/or other delays the tournament schedule may be revised at the

              convenor’s discretion.

5.          Games will be 7 innings in length (6.5 innings if the home team is winning). No new

inning will start after 1 hour and 45 minutes have elapsed from the time of the first

pitch. The umpire should notify both teams and the scorekeeper of the time of the first

pitch. If the home team is winning and is at bat when the time limit is reached, the

game will be stopped. The score at the time of the stoppage will be recorded as the

              official score.

6.          A game stopped prior to completion will be deemed suspended, and when play

continues, it will be from the point at which the game was suspended.

7.          Tied games will be allowed to stand in pool play. There will be NO extra innings in pool

play. There is no time limit in any semi-final or championship game.

8.          The home team for each game will be determined by a coin toss, with the team who

traveled the farthest making the call.

9.          There will be no pre-game warm-ups on the infield. Please use the outfield grass or

other safe areas if time permits.

10.        An 18 run mercy rule will apply after 3 innings (2 ½ if the home team is ahead) and a

10 run mercy rule will apply after 5 innings (4 ½ if the home team is ahead).

11.        The decision of the umpire(s) is final. Protests will be resolved on the field by the

Protest Committee. To file a protest, a fee of $50 cash must be paid to the Protest

Committee prior to being heard. Time will stop when the protest is made and will begin

              again once it is resolved.

12.        The score of a forfeited game will be recorded as 7-0.

13.        Tournament awards are set at 15 per team (20 at the Bantam, Midget and Junior

              levels).

14.        Managers and coaches are responsible for the conduct of anyone associated with their

              team throughout the entire tournament.

15.        Dorchester Minor Baseball Association (DMBA) accepts no responsibility for any injuries,

damages or losses to anyone during the tournament.

16.        Pitch Counts

              a. Baseball Ontario Pitch Counts will be strictly enforced per Rule P2.10.

              b. Pitch Counts of the “Official Pitch Counter” will be the only numbers used by

the Umpires during a game regardless of what numbers (Pitch Counts) any

coach or spectator may have – no appeal or protest of the numbers recorded

will be permitted. It is recommended that coaches check the Pitch Count of a

pitcher as recorded by the “Official Pitch Counter” at the conclusion of each

              inning.

              c. Coaches shall sign the Official Game Sheet immediately following the

conclusion of the game acknowledging the Pitch Counts of the pitchers used

during that game. In the event of a discrepancy in numbers, the Pitch Counts of

the “Official Pitch Counter” shall stand. In the event a coach fails to sign the

Game Sheet, the Pitch Counts recorded will be considered official and no appeal

or protest of the numbers will be allowed at a later time. It is recommended

that coaches initial the pitch count of a pitcher as recorded by the “Official

Pitch Counter” immediately upon a pitching change.

17.        Rules not listed above will be enforced as per 2015 Baseball Ontario Constitution.

19.         Playoff positioning will be determined by the number of points earned in pool play as follows:

2 points awarded for a Win

After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, at 7.3(t)(ii) as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at 7.3(t)(i).
